It's some sort of link preview thing - one of my friends linked to a Flickr photo, and when I hover over the link, it pops up the photo.

It's really slow though, faster to just open a new tab :P

That would be the snap.com previews, the latest vile excrescence to hit the Internet and one wholeheartedly embraced by the wankers who 0wnz your LJ now. I would strongly recommend turning them off.
